Mary Lou

Rinaldi

Leveraging her extensive professional career at GE Capital where she managed global staffing and leadership development for finance, risk management and human resources, Mary Lou brings considerable experience to her 28-year tenure on the Board of Finance, where she served a Chair for two terms.


Mary Lou also served 8 terms on Stamford’s Board of Representatives where she was elected President by her peers. She is the only person ever to hold leadership positions on both fiscal boards. A third-generation Stamford native, Mary Lou’s unique combination of human resources expertise, financial acumen and historical knowledge make her a valuable member of the finance board.


Geoff

Alswanger

Finishing his four year term on the Stamford Board of Finance, Geoff brings diverse experience having served the Stamford community for many years. He previously served on the Stamford Board of Education for seven years, four of those as President.


Geoff spent 20 years leading technology companies which included strategic planning and public accounting audits and financing.


Geoff is married to his wife Gayle and has two children who were educated in Stamford schools. Geoff is the director of Long Ridge

Camp, founded by his parents Herm and Myrna in 1962.


Laura

Burwick

As a commercial and investment banking professional for 15 years, Laura has a deep understanding of responsible financial management and a commitment to fiscal responsibility. In 2014, she joined the Martin administration as a Special Assistant for high priority initiatives including logistics for COVID testing sites, interim Director of Operations and cabinet-level advisor.


Laura's finance background and years of government involvement made her a natural choice for appointment to the Board of Finance in 2022 where she remains a steward of Stamford’s finances. Residing in Stamford for 30 years, Laura and her husband have two sons, raised and educated in Stamford schools.

✔ Spearheaded the Board’s financing strategy to build four new schools and renovate schools in the district


✔ Created a $35MM school construction fund over the past two years, reducing the need to bond all of the city’s construction cost share


✔ Taking advantage of the State’s increased school construction reimbursement of 80% for Westhill and 60% for three new elementary schools


✔ Funded all critical city expenses and projects including increasing road repair and construction, providing COVID relief for local businesses and enhancing financial systems


✔ Converted the city’s employee benefits to the CT health plan saving our citizens over $30.6MM; reduced our long-term OPEB obligations by over $100MM


✔ Minimized impact of revaluation on homeowners through two year phase-in


✔ Protected Stamford’s AAA credit rating during the COVID pandemic while other communities were downgraded


✔ Sustained our ability to bond capital projects at highly attractive interest rates


✔ Adjusted our operating and capital budgets over the past four years with an average 2% property tax increase, well below neighboring communities
